Local Law 11, officially known as the Facade Inspection Safety Program (FISP), requires all NYC buildings over 6 stories to have their exterior walls and appurtenances inspected by a licensed Qualified Exterior Wall Inspector (QEWI) every 5 years. The law was enacted to prevent facade failures that could injure pedestrians.
SAFE means the facade requires no repairs. SWARMP (Safe With A Repair and Maintenance Program) means repairs are needed but there is no immediate danger. UNSAFE means there is an immediate hazard β emergency action and DOB notification are required within 24 hours.

Every 5 years. The current FISP inspection cycle (Cycle 10) runs from February 21, 2025 through February 21, 2030. Buildings with addresses ending in 4, 5, or 6 are in subgroup A; 7, 8, or 9 in subgroup B; and 0, 1, 2, or 3 in subgroup C.
